Found a fix. It may not be the correct fix, but it did take care of the issue. The .htaccess file for the users folder was a 'deny from all' which made all of the files forbidden. I had looked into upgrading to 4.05 before but the reason I didn't is I'm using the CMS function as well and when I did the upgrade I lost the ability to use the CMS. Any idea how to do the upgrade and keep the CMS as well?
