Admin profile is unable to see users

We currently have 11 Admin in our account and one of them is not able to some users. In specific last users added to the system. They have disappeared from the organization chart.

Did you assign your admin a specific folder or only specific users?

If you assigned him a folder (node) I guess the last users have not been added to the folder managed by that admin

No, the Admin profile does not have assigned any specific folder. It has "all access".

What is "All Access"? You can just assign specific users or either orgchart nodes, or groups, or roles.
Make sure you are usign orgchart assignment:
