PATCH - SSL error on user login with chrome

In some installations users are getting a security warning page when loggin into forma with the latest version of chrome.

The issue happens when the server vhost or balancer doesn't redirect to https if the end / is missing in the url

The patch below fixes this problem in forma 2.3 and 2.4
(always keep a backup of the original file)
