helpdesk - "not email config"

I config the email on Setting --> System configuration --> Setting
Main options -- email setting ( Registrations and Lost passwords email sender, Help Desk email and Sender email address for alert messages )
I filled the info for all three fields -- Save changes and clear cache.
Still received the message -- "not email config" on the helpdesk form after I click submit.
