Since I can't test on a 2.4.2, I can suppose this is related to your SMTP issue.

Ok, Alfa24 made me guess what's happening with user creation. Since you cannot send e-mails, and the lms is supposed to send an email when you create a user, then you are not able to create it.
Turn off the automatic notification (it's the first one in the Event Manager) section and you'll be able to create users.

Is it mandatory to turn off, as it was not off in 2.3 version and it is working, however i did that but it is still giving same issue. please can my email problem be solved also, as i actually talked so much about forma in front of my boss and now it is not working, so it is becoming a problem for and i really dont want to shift to any other lms

If the "unable to create user" error is related to YOUR SMTP problems, you'll have to fix it on your own.
Otherwise, you'll have to wait for un-associated users (as I am) to download 2.4.2 and try to replicate the issue, that is when the next version will be released.
I bet on the first case, to be honest.
