Upgrading from 2.4.5 to 3.1.0

I am upgrading, but the installation is stuck on page 3. It is just showing:
Upgrading config.php file
UPGRADE from version : forma.lms 1.x.x version = '2.4.5'
The next step button is greyed out. Any suggestions? Thank you.
I am running on a Windows server with IIS 8.5.
