Oh, you mean the order of the courses then? The courses displayed in "My Courses" page
There's a setting in the general settings > elearning.
You can sort by name, by state or by course code

That is a different thing. To do that you should use Curricula, not courses. Just take a look at that section and you'll see how it works.
Please note that prerequisites in Curricula are bugged in version 2.1, they work correctly in Forma 2.2
