Is it possible to create a limited administrative account, i.e. only able to manage users from a certain node, but not others?

Sure it is, that's what the "administrator" user level is for.

You need to
- create a user with "administrator" level
- go to the administrators profile section and create a profile with the set of permissions you want him to have (specific permissions on users management, course management etc.)
- go to the administrators management, assign the profile to the desired user and only then assign him the node and the courses you want him to be able to manage
