Is it possible to associate a Certificate with an Assessment? The scenario is that I want my students to be able to take an assessment and receive a certificate for passing that assessment. Is that possible? If so, what are the proper steps to accomplish this?

Hi William, welcome onboard!
Yes it is possible:
1 - Create a certificate model (administration > elearning > certificates management)
2 - Create a Course from administration > elearning > elearning > courses, and assign it your certificate
3 - From the LMS create a test object inside your course, configuring it as "End object marker" in the object properties
At this point, when a user will pass the test object he will be able to download a his certificte.

the short answer is yes, certainly, that's what certificates are for!
The logic behind the certificates is slightly different, yet: a certificate is linked to a course, not to an assessment.
So: create a course (in the administration area) and assign a certificate to users that have completed that course
Then go into the teacher area of your course (in frontend), create your assessment, set is as end-object marker (through the objects' proprieties).
That's it! When your students complete the assessment it means they'll have completed the course and as a consequence they are assigned their certificate.
