So i have a test with scoring set to percentage. I have two additions for textual feedback. The first is from 80 to 100 for passing exam.
The second is from 0 to 70 for failing exam. When passing the exam both textual feedback entries are shown.

I just tried to replicate the same thing, everything works as expected (i.e. I only get ONE textual feedback, and it's coherent with what I expected).
There must be something wrong in scores, or something misconfigured.

sorry if you didn't find it helpful, but I replicated exactly your case and found that everything was ok, and I also indicated some possible causes....
If I didn't upload images to show my actions, I suppose you can trust the test I've done...
That being said:
are you sure the score is in percentage?
are you sure the minimum score is 80%?
if that's the case, why didn't you put the first feedback as 0 to 79, instead of 70?
