Instructors Unable to View and Edit Gradebook

My instructors are unable to view and edit the grade book, only if they are assigned as super administrator in Forma they can view gradebook. The menu is set for instructors to view and edit, but they cannot. If there's a quick fix to this in the db, please let me know so that I do not have to set them all as super-admin.
